The  Veterans Aid and Attendance Special Pension benefit is a DVA benefit not many people know about. The Aid and Attendance Special Pension benefit was designed for those who need the Aid and Attendance of another person in performing their daily living activities, are severely visually impaired; or are permanently housebound. 
This is a tax free benefit for senior veterans and their spouses. My understanding of this means tested benefit is that all wartime veterans over 65 years old qualify as long as the medical necessity is present.   You do not need to be retired from the military to qualify, just honorably disharged.
